  3. You study at your own pace, and you have up to three months to finish.
  4. The course ends with a final assessment. You have 3 attempts.
  5. A new cohort starts 3 months after the previous one ends.

The 14 modules of Fundamentals

Each module has video lessons, a coursebook chapter and exercises. Some also include interviews with M&E practitioners.

  1. Introduction to M&E

How monitoring differs from evaluation, and why a project needs both.

  2. Understanding the central problem

How to define the problem an intervention responds to, with a stakeholder grid and a problem tree.

  3. M&E for intervention design

The theory of change and the logical framework (logframe), and how to keep them up to date during implementation.

  4. Indicators

How to write SMART indicators and set targets for them.

  5. Types of evaluation

How to choose the evaluation that answers your questions, with the criteria of the Organisation for Economic Co-operation and Development (OECD).

  6. M&E planning

Introduction to M&E systems, how to prepare an M&E plan with its work plan and budget, and what a management information system (MIS) does.

  7. Inclusivity in M&E

Participatory approaches and mainstreaming social inclusion themes.

  8. Research methods for M&E

When to collect baseline, monitoring and endline data, and how to choose between quantitative, qualitative and mixed methods.

  9. Quantitative data collection

Survey design and sampling, with attention to data quality.

  10. Quantitative analysis

Descriptive statistics and indicator calculation, with tutorials in Excel and R.

  11. Qualitative data collection

How to prepare and run interviews and focus group discussions, including with Indigenous Peoples.

  12. Qualitative analysis

How to code interview transcripts and build themes from them.

  13. Roles and responsibilities

Online course · January 2027

Evaluating Impact in Rural Contexts

The main impact evaluation designs, and how to choose one for a rural development project, with a running case and applied case studies.

Format: Online, asynchronous, in cohorts

Time: About 40 hours

Languages: Opens in English in January 2027. Additional languages to be confirmed.

Software: R and RStudio

IFAD-financed projects: January 2027

All other professionals: From 2027

Certificate: Certificate of completion

Learning objectives

  • Turn an evaluation question into the causal effect you need to estimate
  • Choose an evaluation design that fits the theory of change, the way participants are selected and the data you have
  • Design a randomized evaluation and read its results
  • Use the main non-experimental designs: difference-in-differences, regression discontinuity, instrumental variables, matching and synthetic control
  • Combine impact results with cost analysis to support decisions on scale-up
  • Report results in plain language, with their uncertainty

Content

Each module includes video lessons, a workbook chapter, guided walkthroughs in R and exercises.

  1. Introduction to impact evaluation · What impact evaluation is for, the counterfactual problem, and how a theory of change leads to an evaluation design.
  2. Quantitative foundations · Sampling, uncertainty, hypothesis tests, statistical power and regression.
  3. Data management, quality and reproducibility · Data protection and consent, data cleaning and quality checks, and analysis files that someone else can run again.
  4. Experimental evaluations · Random assignment, balance checks, partial take-up and sample size.
  5. Non-experimental evaluations · Difference-in-differences, regression discontinuity, instrumental variables, matching and synthetic control.
  6. Analysis and reporting · Analysis plans, robustness checks and reports that decision-makers can use.

Certificates

Fundamentals, Evaluating Impact and Hands-on Training each provide a certificate of completion issued by IFAD and FGV CLEAR LAB.

  • Pass mark: 80% or more in the final assessment
  • Attempts: 3. After 3 attempts below 80%, you can try again in the next cohort
  • On the certificate: your name, the course, the workload in hours, the completion date and a certificate ID

Public enrolment opens in 2027. Register your interest to receive the dates.
